Question for Kenya Power & Lighting Co Ltd

My power was disconnected on 19-12-2017 by a Thika KPLC officer who drives a white fielder vehicle KBS 471N. He left a letter that I should see another staff by the name Allan. I met the man who demanded that I place my meter box at the fence which I did. This man who disconnected my power is now violating my rights with threats and extortion demands. Kindly advice me which office I can formally forward my issue for a quick action.
